The FIOS people are probably hoping that TW pisses their customers off.
Slowing network congestion due to downloading of large media files such as video is a growing problem for Time Warner Cable. The company said the problem will worsen as video downloading becomes more popular.
True enough, but this is their selling point. Watch a Cable internet tv ad and you will see them bragging about how you can and should do this if you get their service. Then they throw their hands up.

This really ticks me off. If TW decides to do this, then I will have to see if DSL is an option for me... and that will suck even more.
