is the server up? i cant get to it

I'm trying to add it as a favorite, i put in the ip, then filled in the port in the two fields below it, but ping 9999 every time.

Edit: problem solved, Mr underhill helped me.

i wanted to get in and play some last night, but balony was on the sniper server, so i tried the x-loc server and couldn't get on.
