If you were to spawn across the map, and after finishing your spawning, you got them in your sights, They would be fair game at a distance.

Question B (2?), as long as no one is following you on foot while you are spawning, or standing right behind you while you spawn, you are fair game when the spawn timer is up, find cover.

Question 3, I can't answer because I had to leave after an hour to take care of some family business and don't know if it got brought up. I think we could put up a message like,"Go to Ventrillo if you want to chat" and leave the address or something.
