Ask him if he installed the 64bit version of Win7. If so he is shit out of luck.

Yes T, I spoke with him by phone a few minutes ago, he's here in California. He installed the 64 bit windows 7. He's talking about going back to Vista. Any suggestions besides buy a Mac ?

He can do a duel boot on his hard drive, Win 7 and Vista or XP. It is not that hard to do, just need to Goggle how to do it cause it's been a while since I've done it.
Bad part is you have to do a restart ever time you need to switch OS's.

It sounds like he's getting some good advice already. The problem with Windows 7, as with all new versions of Windows is that older games or even current software is never up to date enough for the new OS. With the 95 to NT to XP transitions it was always device drivers and graphics card drivers. To this day NT still doesn't support USB.
Now the problem is 32 vs 64 bit. The fact he's running Win7 64 bit means he's in no-mans-land when it comes to 32 bit games like UT and ESPECIALLY ancient games like UT99. I doubt there will be any 64 bit support provided by the game developers for ancient games like UT99. There's no money in it.
Best advice about upgrades: If you play old games NEVER upgrade your game box OS. Keep it for the gaming. If you want to live on the bleeding edge of the latest OS, get another machine and play with the OS there. Buy new games for it as they come out. Install old games and if they don't work simply uninstall them, your done unless you are a masochist or a tweak-god.
Don't go 64-bit unless you buy the Ultimate Edition. The Home versions are impared with respect to compatibility with old software. The UE's are designed for maximum compatibility with legacy software as might be found in the corporate world so the Pro's and Ultimates are designed for IT wonks to tweak. The Pro and UE's have a 32-bit compatibility mode but this may not support the graphics needed for online games, I have not looked at it that closely, I don't have a 64-bit compatible computer yet.
In all cases, going from a 32-bit system to a 64-bit system is going to involve intense research, testing and tweaking and a lot of time. Always lag the power curve when it comes to new OS unless you want to devote days and weeks to tweaking the thing in and making it obey you, let someone else do the suffering and read about it when they write about it. Upgrades ALWAYS work better when you buy the thing pre-installed on a new computer.
He can continue to research the problem. I would be all over Bing and Google looking for write-ups from people who have tried and succeeded/failed to make it work but he's on the bleeding edge and that simply takes more skill and time than the average user has.
Here's what Microsoft has to say about the subject:
Most programs designed for a computer running a 32-bit version of Windows will work on a computer running 64-bit versions of Windows. Notable exceptions are many antivirus programs, and some hardware drivers.
Drivers designed for 32-bit versions of Windows don't work on computers running a 64-bit version of Windows. If you're trying to install a printer or other device that only has 32-bit drivers available, it won't work correctly on a 64-bit version of Windows. For information about updating drivers and troubleshooting issues with device drivers for 64-bit versions of Windows, contact the manufacturer of the device or program.
If the game was working under Vista 32, I'd fall back to that or else a 32-bit version of Win7.
Full disclosure: I own Microsoft stock. Buy more copies of Win7!

I regret being out of topic, but after this big amount of words about Mr_Underhill and his PC troubles, I think it would be nice if he join to our forum to do an introduction....
He has joined our forum but is having difficulties there also. I tried to help but something about the version he is seeing is different. I tried using his permissions and everything looked the same so I'm not sure why he can't see the box to post a new topic. He wants to post an introduction. Maybe it's the windows 7 again.

He see's it ok, it's just certain features he doesn't see. He could not find an icon for posting a new topic. I wondered if he was not registered but it showed him by name in the forum. When he clicked on "pm" to send a pm, it would take him to the main board. I have no idea.
