Save a back-up of the OpenGLDrv.dll located in your UT system folder. Copy the new one into your system folder. If it asks you to overwrite select yes. If you are already running openGL, then that is all you have to do. If you are not running openGL, fire up the gane and go to Options>Preferences>Video in the game. Select 'Change' under video driver. This will force the game to shutdown and bring up a window. Make sure that 'Show all devices' is selected. Select 'OpenGL support' and keep clicking 'ok' until the game fires up. There you have it. If it didn't work before, 'F11' should allow you to change the brightness on the fly now. Since OpenGL runs more efficiently and at a higher frame-rate than any other driver, you could probably increase resolution and quality quite a bit before you start noticing degradation.
