Thousand Oaks is a huge area...suburb of Los Angeles. I wouldn't ban any IP unless it was exact. As much as I would want to, I would advise admins against assuming two players in Southern California are one in the same even though IP addresses are SIMILAR. For example, my IP shows me in a city about 40 miles away.
