Kicked him a few times myself the last couple of weeks.

Since I cleaned up the RSA he is coming around again.

I don't see him on the permanent ban list but IMO he should be there. He's a hardcore freestyle player that has absolutely no respect for this clan, its rules, or its server.

I played with him at TKK No Rulz server for years, he has no place on a camping server.

The problem is that there are several different ban lists (from Cyg, Natan and Darkmatter), but the "official" ban list is this post in the link Announcements in the Security Issues wrote by Darkmatter

I do agree it is somewhat confusing.

Agreed, there isn't a difference. The banned list is however filled with players where the ban is working for. The KOS list is filled with players that know how to get around their ban.

Would be better to make both lists as one.

They are also found in the members only and the general topics of the forum. I think that the KOS list is in the members only section to avoid that players knowing they're on it are going to change their names which would make it more difficult to reconize them as such (in combination with another ip).
