He was originally from around Palm Dessert in California. Could the higher ping be due to proxy use?

I dont think if it was the real SS he would have been refused access to the server. When he is kicked his is ALWAYS back in 10 seconds or less

In the next map he came back, then I banned his IP... (was the same IP)
he never returned...
