I'm not so sure that happened either. But when the topic came up before it seemed like it was heading in that direction so I quickly voiced my opposition to it. It seemed to me that a list was being created that anyone could add to and that would be the list. That's why I said we needed a procedure for adding people to the list, that's all.

IMO if someone is permanently banned or on the 30 day list that would cover anyone we need to KOS.
