The Official rule is any multiple of 16 - but I personally just use even numbers when building. The screen brush is okay to use 1's.
Something that I found to be a huge help GZ - is to create a build room separate from my "world" that is a bit bigger and taller off to the side. Use that room to make everything for your world, and then deintersect what you are building; save polygons and place it into your world. Make sure when you add them to your world that they do not overlap another brush you have already placed into your world (you will have big problems down the road if not), if they do overlap, subtract before you add. I found that when I use this technique that it really doesn't matter what measurements I use.

Those "Hedges" were made at 32 U(units?) high and it seems that I can easily jump over those.

I usually make things between 58 and 72 units if I want to crouch behind them and such without easily stepping over them.
Ok for the love of a recent game that has a nice looking area of houses and been wanting to re-create it for UT99 which leaves me with some trouble figuring out what and how can I use for brushes... but for now just trying to get the surrounding area and lighting just right.
