WinXP - Start>Run>dxdiag
- Latest for WinXP is DirectX 9.0c
Vista/Win7 - Start>Search>dxdiag
(Don't Quote me on this)
- Latest for Vista is DirectX 10
- Latest for Win7 is DirectX 11

Thanks GZ for these links. This update Direct 3D9 Support and my new graphics card have made, that UT99 works a lot better.
