I finally bought a computer actually designed for gaming.
I decided to give the ut99 a go and I'm getting pings in the 140's most of the time on our servers. I used to have one of the lowest pings.
It's a 64 bit system, processor speed is 3+, 8g of ram and Windows 10 came with it.
Any ideas on how to lower the ping?

For a start you'll likely need to sort your graphics rendering, Windows 10 is generally pretty good, your specs are certainly not your issue, IL try and fire my laptop up later and go through a couple of things.
