It's a calculated estimate of estimated rates. Estimates, by definition, are not accurate.
The US population for example is 311 million on the clock. The official 2010 census came up with 308.7 million. They are going to have to make some adjustments on the clock. 🙂

Or buy more alcohol. As we have to bang out 2.3 million more people on the quick, we will have to tap into the the national strategic fugly chick reserve (thus the need for more alcohol, a lot more).
