I am posting this for those of you who want to stay crouched when you hit your crouch button.
Thank you HappyFNCamper for the mutator.
Open you UT99 folder, open system folder, and find the USER ini. file (has a little gear on it).
Scroll down to where it says Aliases[27] bla, bla and delete this line.
Then copy and paste this in it's place.
Aliases[27]=(Command="getweapon switchtobestweapon | toggle bDuck",Alias=cr2)
Now scroll down and find the key you use for crouching, HappyFNCampers is shift, so where it say's shift he put, Shift=cr2
I use "C" for my crouch button, so mine looks like, C=cr2
Then in the upper left hand corner hit save file, and your done.

And for those who dont know or doesent like to alter their INI's
this is an easy way to do it manualy whilst in game.
Press C, hold it as u press V, release C then V and you stay
crouched untill you press your crouch button again 😉

Thats the way I do it.
Even easier way:
Open console...
type in console 'set input X toggle bDuck'.... X is the whichever key you wanna use...
Yup... that should do it. If you wanted to automatically switch to your rifle at
the same time... 'set input X toggle bDuck | onrelease switchtobestweapon'...
